Then assemble them as rifles if that's what I want. It gives you the ability to go back and forth. Probably be a good idea to mark the lower "pistol", but it3 not required by law.
Realistically, if you buy it as a stripped new receiver, nobody knows how it was originally assembled but you, so I see very little legal teeth to anything ATF would try to pin on you, except they can do whatever they want to ba assholes if they want to pin something on you. Another "beat the rap, but not the ride" kinda thing.
