Do you want to edit a PDF or do you want to turn it into a JPG??

because if you just want to turn it into a JPG, there are a bunch of easy ways to do that. If you are using one of the newer versions of Windows you can use the Snip & Sketch feature. Just get the entire PDF file on the screen, then hit the Windows key, the Shift key and the S key at the same time and it will allow you to cut out the area of the screen you want to turn into a JPG. At that point, I paste the snipped image into Irfanview(it is free) and then save it as a JPG.

You could also take a screenshot of the PDF.

If you really want to edit a PDF, you can actually sign up for the free trial of Adobe(it is all online) and then cancel after you are done doing the editing you need done.

There are also plenty of other PDF editors out there of various quality...
